Tesla Wins Approval to Launch FSD (Supervised) in Croatia

Croatia becomes the eighth European nation to authorize the feature, bringing the global active market count to 16.

Tesla has secured regulatory approval to launch Full Self-Driving (Supervised) in Croatia, marking the eighth European country to authorize the technology. The announcement, made via Tesla’s official EMEA account on X, confirms that the feature will begin rolling out soon to eligible vehicles in the nation.

What Happened

Croatia’s approval follows recent green lights for Czechia and Slovenia, making it the third regional authorization this month. This move leverages the regulatory exemption framework established by the Dutch vehicle authority RDW, allowing Tesla to pursue bilateral, country-by-country approvals rather than waiting for a unified European Union vote. With Croatia joining the list, FSD is now officially okayed for use on public roads in the Netherlands, Lithuania, Estonia, Denmark, Belgium, Slovenia, Czechia, and Croatia. The rollout will initially be limited to Hardware 4 (AI4) vehicles, which will receive a custom European build of FSD v14 designed to incorporate local regulations and traffic patterns.

Why It Matters

This milestone brings Tesla’s total number of active markets for FSD to 16, with Europe now accounting for half of them. By securing approval in one-third of the European Union before any bloc-wide proposal is discussed, Tesla is strengthening its real-world safety record and complicating the position of hesitant EU officials. The strategy of localized momentum is moving faster than Brussels’ central schedule, which has delayed a vote on bloc-wide adoption from October 6 to December at the earliest. Tesla will need a qualified majority of at least 15 countries in favor of FSD approval to succeed in that final vote, though some member nations, including Sweden and France, have raised concerns regarding features like overspeeding.

The Bottom Line

Tesla continues to expand FSD’s footprint in Europe through individual country approvals while awaiting a delayed EU-wide vote. Owners in Croatia with Hardware 4 vehicles can expect the custom European build of FSD v14 soon, while older Hardware 3 vehicles will need to wait for the future rollout of FSD v14 Lite in the region.
