Tesla released its official Cybercab First Responder Interaction Plan over the weekend, offering a detailed look at how the purpose-built robotaxi operates without a human behind the wheel.
What Happened
The emergency guide classifies the Cybercab as completely driverless, with no steering wheel or pedals. According to the handbook, the vehicle is equipped with SAE Level 4 'Autonomous Mode,' which Tesla self-certified under a new Texas law. The manual states that when in Autonomous Mode, the vehicle is designed to perform the entire dynamic driving task without any input from a human driver. The Cybercab will operate autonomously during passenger trips, deadheading to pickups, or traveling to charging or cleaning facilities. When active, 'Self-Driving' appears in blue text on the center screen's top left corner. The system can detect emergency vehicles and sirens using cameras and a microphone array, automatically pulling over and yielding when an emergency vehicle approaches from behind. It also recognizes hand gestures from first responders and follows cone-designated pathways. Tesla added external microphones to the B-pillarsβfirst for any of its vehiclesβalong with speakers on the underside of the chassis, allowing first responders to communicate directly with remote Robotaxi Support staff without opening a door.

The external communication system addresses a key safety concern: how emergency personnel interact with vehicles that have no human occupant. Autonomous Mode remains active even when parked or idling, and can only be disabled by a Tesla representative, when plugged into a charger, after a first responder pulls it over, or when the vehicle detects a crash or airbag deployment. If deactivated, hazard lights flash rapidly at roughly twice normal speed to signal the car is offline. Following a collision, the system automatically unlocks doors, rolls down windows if airbags deployed, and connects a two-way call with support staff.
